The BRP Sierra Madre is a navy vessel that was intentionally grounded by the Philippines in 1999 to serve as a forward military outpost in the Second Thomas Shoal, South China Sea, to defend against Chinese territorial claims to the shoal. The soldiers who fortify this vessel rely on fresh food to be delivered, although the Chinese coast guard has made substantial efforts to blockade these deliveries to the crew, including intentionally ramming supply vessels. Polluting the water surrounding the vessel could prevent the crew from catching their own fish, leaving them entirely reliant on the Philippine Navy breaching the blockade to deliver food and water.
